NOTICE OF RACE
 
 
Organizing Authority: Yacht Club Vega(CRO) -  Y.C. Marina Portoroz (SLO) -  Y.C. Lignano - Società Velica Oscar Cosulich - Y.C. Hannibal - Società Nautica Laguna - Polisportiva S. Marco -  
1. RULES:
The regatta will be governed by the rules: RRS WS 2017-2020 and: Orc Rating Systems Rules – IMS Rules - WS Offshore Special Regulation for race of Category 3 with the commitment of the liferaft (only for the Offshore race) and for race of category 4 for the Inshore race  – For the Offshore Race from 30 minutes before the sunset to 30 minutes after the sunrise will apply the International Regulations for Preventing Collisions at Sea (COLREGs) – Notice of Race of NARC 2019. If there is a conflict between the rules, the Sailing Instructions shall prevail.
 
2. ADVERTISING:
Advertising is allowed in accordance with WS regulation 20 and with rules for advertising (published by HJS). All boats, with their own advertising shall show the Advertising certificate published by her MNA. Organizing authority may ask competitors to display advertising stickers of the event sponsor on both side of the bow and/or a sponsor flag on the backstay. Flags and stickers must be displayed from end of registration time until the end of the event.  
 
3. ELIGIBILITY AND ENTRIES:
All boats with regular ORC International Measurement Certificate or ORC Club Measurement Certificate (hereinafter referred to as ORC), shall be admitted. The boats will be divided according with ORC International Rules.
The Organizing Authority will be able to verify the correctness of the data.
 
4. ENTRY:
Inscription will be accepted only with the entry form with the crew list downloaded from the website http://www.vega.hr or www.sailnarc.com.
Following documents will be sent by e-mail to vega@vega.hr:
- Entry form/crew list
- Credit transfer
- Certificate ORC
- Insurance certificate with the extension clause of sailing race with a financial ceiling of not less than 
€ 1.500.000 
- Advertising license if due 
 
5. ENTRY FEE:
Entry fee will be paid by cash or credit transfer to:

6. REGATTA SCHEDULE:
The race will take place as follows:
May, 17th Friday 08.00 pm Skippers Briefing
May, 17th Friday 11.00 pm Offshore race
May, 19th Sunday 11.00 am Inshore Race 
The warning signal is scheduled for 11.00 PM, except indicated otherwise by the race Committee. 
For all variations of the starting time, a notice will be communicated before 07.00 PM of the day before. 
For May 19th the last warning signal will not be exposed after 17.30 PM.
7. CHECK MEASUREMENTS:
The Race Committee holds the right to conduct inspections on board boats before and after each race. The boats may have only calibrated sail with the same number of certificate. 
 
8. SAILING INSTRUCTION:
Sailing instruction will be available from Tuesday May, 14th 2019 at www.vega.hr or on-site registration.
 
9. COURSES:
The course of the offshore race will be Portoroz (SLO) – Pula (CRO). 
The course of inshore races will be windward-leeward.
 
10. CHANGING NOTICE OF RACE:
The Organizing Authority will be able to introduce changes to Notice of race.
 
11. SCORING AND RACE RESULTS:
Offshore Race
The boat will be classified as Notice of Race Narc and Rules ORC International,
Inshore race
The boat will be classified as Notice of Race Narc and Rules ORC International,
One offshore race is scheduled.
Three inshore races are scheduled.
The Regatta is valid with a minimum one inshore or offshore race.  One discard will be allowed if 4 races are completed. 
 
12. PENALTY SISTEM:
RRS44.1 is changed to allow boats to take one turn penalty (one tack one jibe) instead of two turns.
 
13. HOSPITALITY:
All boat entered will have to contact Yacht Club Marina Portoroz for the free hospitality at “MARINA PORTOROZ” from May, 16th 2019.

14. IMAGE RIGHTS:
Crew, ship-owners, grant the rights and the permissions to the Authority Organizer to publish photographs, video material of people or boats taken during the event, these may be transmitted, printed, or visualized on every type of media and may be used for advertising or publicizing purposes. For every photo, tape and resumption video of people and boats during the event that can be published transmitted on every media and you use to thin advertising.
 
15. COMUNICATION:
Except in case of emergency the boat may not transmit vocally or by data and may not receive any kind of communications unless available to all boats.  
 
16. PRIZES:
First three boats in each group will be awarded.
The Organizing Authority will be able to decide to award additional prizes, which will be communicated with a notice. 
 
17. SOCIAL EVENTS: 
May, 18th 05:00 PM Crew Party 
May, 19th after sailing Prize Giving Ceremony
 
18. RESPONSABILITY:
Competitors participate in the regatta entirely at their own risk. See Rule 4 “Decision to Race” of RR WS 2017- 2020 and Rule 1.02.1 of WS Offshore Special Regulations. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.  
The ship-owners have the responsibility to choose if participate or not on the basis of the ability of the crew and the wind strength, the sea state, the weather forecast.  
As a result of a serious misconduct, the jury will be able to exclude the competitor and take any other action within its jurisdiction as provided by the rules. This rule will be applied through all the event not only in the race.
 
19. INSURANCE:
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1.500.000,00 as provided by the FIV General Regulation.
